The quest associated with him is called 'an eye for an eye'
Quest description reads: Being a giant eyeball in the desert is bad enough. Put him out of his misery.
Description[]
Eagle eye looks like a giant yellow eye guy with a greenish vizor over his eye. He is level 36. He spawns level 16 baby yellow eye guys.
